ВАС is prohibited in Ukraine. By the decision of the RBO dated September 2, 2024, sanctions were imposed on the entire line of BAS products.

September 2, 2024, By Decree of the President of Ukraine No. 601/2024, was put into effect Decision of the National Security and Defense Council of Ukraine dated September 2, 2024 "On the application, cancellation and amendment of personal special economic and other restrictive measures (sanctions)".

The new edition extended the sanctions against the sale, support and distribution of software products that harm national security and Ukrainian business. It is also prohibited to use not only the software products as a whole, but also their individual parts.

According to Appendix 5 to the decision of the National Security and Defense Council of Ukraine dated September 2, 2024 "On the application, cancellation and amendment of personal special economic and other restrictive measures (sanctions)" to the list of software products subject to sanctions, a hidden European clone was added for the first time 1C – BAS, namely: "BAS ERP", "BAS Holding Management", "BAS Corporate Document Management", "BAS Trade Management", "BAS Retail", "BAS Corporate Accounting" and other software products "BAS", "UA-Budget".

The ban on the use of sanctioned software so far only applies to state enterprises and institutions, but this is the first official step towards recognition of the entire line of BAS (Business Automation Software) solutions - Russian software.

Also, we remind you that August 19, 2024 registered with the VRU Draft Law 11492 "On Amendments to the Law of Ukraine "On Sanctions" regarding the ban on the use of software products and access to electronic information resources".

The draft law was developed with the aim of increasing the level of cyber protection of Ukraine by introducing sectoral sanctions regarding the prohibition or prohibition of the use of software products developed by business entities of a foreign state to which sanctions and restrictions on access to a specified information resource have been applied.

According to official comment from State Special Communications, this means that legal entities will be prohibited from using programs created in aggressor countries or companies associated with them. Access to sites and services that pose a threat to national security will also be banned.
