The sale of 1C in Ukraine will be banned permanently

On October 24, 2023, the draft Law of Ukraine No. 10186 "On the prohibition of the sale in the territory of Ukraine of software (electronic supplies) for tax and accounting, the creation of which used software code written in the language of the aggressor country" was submitted to the Verkhovna Rada of Ukraine.

Bill No. 10186  it is envisaged to prohibit the sale of software created using software code written in the language of the aggressor country on the territory of Ukraine.

The author of the bill is Maryan Bogdanovych Zablotskyi –  Ukrainian politicianpublic figure and economistPeople's Deputy of Ukraine IX convocation.

IN explanatory note to draft law No. 10186 it is stated that the National Security and Defense Council of Ukraine adopted a decision on April 28, 2017 regarding the implementation of personal special economic and other restrictive measures (sanctions) regarding software products developed in Russia. This decision included a ban on the sale of such software products on the territory of Ukraine.

The use of the software of the aggressor country creates a real threat of violation of confidentiality, integrity and availability of data circulating in automated systems.

The adoption of the proposed draft law will allow, in the future, to strengthen and improve the sanctions policy, minimize the damage from the aggressor country to its national interests in the field of IT services, make it impossible to circumvent sanctions and accelerate the overcoming of total dependence on software products for tax and accounting, which were created program code written in the language of the aggressor's country was used and users switched to other Ukrainian or international alternative software solutions.
